David Rogers brings more than two decades of experience across Bermuda’s health system to the Upper House. He is focused on healthcare financing, regulation, and innovation, with a commitment to building an equitable, sustainable, and affordable health system for all Bermudians. His career spans clinical practice, management, insurance, and health policy. He began as a medical technologist at the Bermuda Hospitals Board, gaining front-line experience in laboratory medicine and patient care systems. He later moved into medical underwriting with Colonial International Group, developing expertise in risk, coverage design, and the role of insurance in access to care. He also played a key role in founding Hope Healthcare Laboratory, serving as Clinical Laboratory Manager before taking on senior roles at the Bermuda Health Council, where he worked in regulation, health technology, and system innovation.

He holds a Bachelor of Science in Clinical Laboratory Science from Andrews University and a Master of Business Administration in International Finance from the University of Stuttgart. His professional training includes PRINCE2 Foundation and Six Sigma Green Belt certifications, supporting his structured approach to policy, project delivery, and system improvement.
